This layout uses a simple three row one column
layout with some nested tables inside it. The top row is just
a single row of the main table. The second row is a table with
one row and five columns. This area that your reading is another
table nested in the master table that has two rows and four columns.

It's able
to do this with the row and column structure in this nested table.
Since the left and right columns are each made up of cells that
share a common bgcolor and there's no border or spacing in it
(they're explicitly set to "0") you don't see the rows.
But when you change the browser window size, notice that the
headline on the left will track with its corresponding paragraph.
